Why do some stations timeout and never connect?

What device do you have? HTC 10
What OS version is it running? Android 7.0 (but my issues occurred with past versions)
What happened? Some stations, like WBAP in Dallas, TX, do not connect - ever - and that's a very popular station!
What did you expect to have happened? I expected the station to connect and stream
What steps reproduce the issue? I've tried to connect to various stations over and over and they never connect, they just timeout
