Favorite shortcut disappear on restart

Problem on a HUAWEI MediaPad M3 Lite 10, Android 7.0

Added a new favorite, and made a shortcut for this on the desktop. After a restart the shortcut is gone. This is perfectly reproducable. 

On a Samsung S6 with Android 7.0 there is no problem. 

Any suggestions?
